Hyderabad, April 27 (Namaste Telangana): A big scandal has come to light in the medical and health department. There are allegations of massive corruption in procurement of medicines which are very important for public health. It is known that some officials colluded with the suppliers and deliberately created fake indents and purchased drugs beyond the requirement. It is reported that Rs. 150 crores have been lost to the government treasury due to the negligence of the officials who ignored the public health and forgot the morals of the job. The necessary medicines are supplied to the government dispensaries in the state by the Director of Health (DH), Director of Medical Education (DME), Telangana Vaidya Vidhana Parishad (TVVP) Commissioner. These branches make indents according to the requirements of the respective dispensaries.
Large dispensaries in the state are also allowed to make indents directly with the Telangana State Medical Services and Infrastructure Development Corporation (TGMSIDC). So the TGMSIDC officials buy the medicines only after receiving the indents from the dispensaries. Indented dispensary.. those medicines must be taken from Central Medical Stores (CMS). But recently there have been reports of large quantities of medicines being left in CMSs across the state. Doubts have been raised over the unprecedented accumulation of tonnes of expired medicines in CMSs. Some are of the opinion that if the medicines had been purchased based on the original indents, only a few medicines would have been left, but if something went wrong, so many medicines would not have accumulated. Suspicions were further fueled by the presence of around 200 truckloads of expired (expired) medicines worth Rs 150 crore in CMSs across the state. It is known that fake indents scam has emerged in this order.
There is no room for new drugs
According to GEO No. 140.. Medicines should be purchased through TGMSIDC’s ‘E-Aushadhi’ website. Indents are mandatory for purchase of medicines. But there are allegations that a key official of TGMSIDC formed a syndicate with some others and bought drugs in large quantities. It has been learned that for this purpose, the concerned authorities have created huge fake indents and some other medicines were not used in the original indents. It is known that medicines have expired in large numbers in all CMSs across the state. It is reported that there is no space to store new medicines as the stocks of expired medicines have accumulated heavily in the CMS. It is understood that the authorities colluded with the drug supply companies and purchased drugs beyond the requirement.
The key officer who turned the wheel
It is reported that a key official working in TGMSIDC has opened up to fake indents after being exposed to the commissions. The said officer is said to be rooted in the same seat for several years. It is reported that some others helped the key official to consolidate his seat and take this scam forward. It is said that a former key official who worked in the drugs department, a senior official in diagnostics, a pharmacist working in outsourcing method, and a quality control pharmacist played a key role in this scam. There are reports that the key department heads of TGMSIDC have taken all measures to avoid questioning about this scam.
A contract company for disposal
It is learned that the state government has given a contract to a private company near Kothur to dispose (destroy) the expired medicines. The said organization is working as a biomedical waste treatment facility. The company’s job is to dispose of bio-medical waste left in CMS. It is known that the government is spending a total of Rs 5 crores including truck charges and company contract to move the expired medicines to the company’s plant. It is reported that several people have complained to the Health Secretary, Anti-Corruption Bureau (ACB) DG and Vigilance DG about this whole scam. It is learned that they demanded a thorough investigation and strict action against those responsible. Suspicions are being expressed everywhere that the higher officials of the ministry did not recognize this.
Kakkurti for commissions like this
- Up to 200 vials of Rituximab used in cancer treatment are required per year. However, they are reported to have bought hundreds of them several times for commissions.
- It is known that ‘Ticagrilor Tablets’, which reduce the risk of heart attack, were purchased without an indent to the tune of 5 crores.
- It is known that Rs.5 crore worth of insulin was bought without indentation in the ratio of 50:50, while the insulin used for diabetes patients should be bought in the ratio of 70:30.
- It is known that the chemicals (reagents) used in the testing machines in government dispensaries have been purchased at 100% to 200% higher prices.
- In the recent tenders conducted by the government, the price of reagents has been reduced by 100% to 200%. What is the rationale behind spending so much and buying reagents? Doubts are being expressed.
