ALIND Lands | Hilt danda in Alind lands.. Bhubakasurus found on 118 acres in Gopanpally

ALIND Lands | The ‘Hilt’ scheme, which the Congress government claims to have brought to shift polluting industries beyond the Outer Ring Road, has now become a carafe of the ruling party leaders’ ‘land’ scams. Ever since this policy came out, there have been many allegations. Now making them come true.. It has become a sensation that the government leaders have launched a land grab to grab the most valuable lands in Gopanpally under the guise of ‘Hilt’.

Hyderabad City Bureau Chief Spokesperson, June 17 (Namaste Telangana): Before the establishment of Hyderabad Central University (HCU), an aluminum factory was established in Gopanpally village of Serilingampalli mandal of Rangareddy district. About 45 acres of land was purchased for this factory in the name of Aluminum Industries Limited (ALIND) in the 1960s. This land was purchased from a company called The Commercial and Industrial Finance Limited and a factory was set up. After that, as the production in the industry increased significantly, the concerned management approached the then government to expand the factory.

To this extent, the then government collected 43.13 acres of private land belonging to a person adjacent to the factory and another ten acres belonging to CIFL next to it… a total of 53.13 acres of land was collected through land acquisition and handed over to Alind. But for giving these lands at the normal rate, the then government imposed some conditions on the company. The Sarkar’s condition is that the factory activities should be expanded within the land given by the Sarkar, increase industrial production and provide employment opportunities to thousands of people every year. The management of the said factory agreed to this and assured the government that they will do the same.

Adda to movie shootings

From time to time, the factory management has violated the assurance given to the government. The company expanded, increased production capacity and created jobs. After some time the factory also closed down. Later, the lands belonging to the factory changed hands. The lands are currently in the hands of a person from Andhra Pradesh. But it is an open secret that the man is very close to the ‘main’ leader of the neighboring state. It is reported that their friendship has been going on since the existence of united Andhra Pradesh. Now, the new owner is renting out those lands for movie shootings. Not only Telugu but also other language films are being shot here with huge settings. In this order, the management is earning hundreds of crores of rupees annually.

Dealing with Neighbor Leader

The eye of the current Alind management, which is close to the ‘main’ leader of the neighboring state, has recently fallen on the ‘hilt’. In fact, the HILT policy aims to move polluting industries beyond the Outer Ring Road. But, everyone along with the owner of Alind lands also understood that the Hilt policy was brought for the sake of real estate. That’s right, the management approached the ‘chief’ leader of the neighboring state with his contacts. What’s more.. Within moments, the ‘main’ leader got the information from there and he threw his soul into the field. Since then, as if the king touches you, you will not be beaten. What is the benefit if it is limited to factory lands only because it is a ‘main’ issue? Whatever they thought.. that’s why they looked at the adjacent HCU lands.

Ever since then, there has been a dispute regarding 20 acres of Central University lands adjacent to this factory. It is reported that the ‘main’ leader is also fixing the matter by using it as a support. It means that if we include these 20 acres in addition to the 98.13 acres belonging to the Alind factory, all the works have been completed to clear the land up to 118.13 acres. It is known that this file, which is currently with the Industries Department, will be cleared by Repomapo.

To this extent, whispers are being heard among the leaders of the ruling party that the work has been completed ‘satisfactorily’ at all levels and departments. Despite this, less than four years ago, an infra company created a ruckus by claiming that they had 15 acres of land in Alind lands. They came directly to these lands with bulldozers and dumpers and also put up fencing. However, the same company is now limited to the spectator role, surprising everyone. It was learned that the infra company compromised and was ‘satisfied’ with what it got after the ‘main’ leader stepped in and fixed everything.

Hilt’s original form is out..

The Congress government has boasted that it will outsource polluting industries with the main objective of reducing pollution in the city. That is why the Hilt policy was brought. No.. Intellectuals including BRS also faulted the government for bringing this policy only for real estate. Analysts say that this seems to be true after looking at Alind’s case. Alind Aluminum Factory is not a polluting industry. Moreover, the factory was not expanded on the land acquired from the government at the normal rate. No one was employed. Apart from this, they have earned hundreds of crores by renting them for movie shootings all these years.

Now arrange those lands under Hilt.. What is the purpose of Hilt policy to build skyscrapers there? What is going on here? Many intellectuals are questioning that. It is known that internal agreements have already been completed for 118.13 acres of land. A development agreement with a two-lettered construction company has also reportedly been completed. Once the clearance is received from Repomapo Industries Department, huge commercial and residential complexes will be built here with permissions from HMDA. It means that the lands earmarked decades ago for industrial development are being converted in favor of real estate under the guise of ‘Hilt’ by private individuals along with government officials. ‘Hilt’ policy.. Funny!!

BRS suspended in the assembly

Last January, the BRS leaders attacked the government in the Assembly platform saying that the ‘hilt’ policy was brought only for real estate. In this order, the Alind land dispute was also raised in the assembly. However, the concerned minister assured that the government lands will be protected. But when it came into force, now under the Hilt, there is criticism that the real gang is continuing in ‘Alind’, and that the government leaders have covered it up.

To redirect to realty!

The owner of a company has taken land from the government at a normal price with the promise of providing employment to thousands of people every year along with industrial production. If you look closely, there is no production in that company.. there are no jobs. So the government officials who have colluded with the owners of the company who have used those lands for movie shootings without any real production, are now moving their steps to make real money under the hilt. In this process, the ‘main’ leader Atma, who entered the field, prepared the field to include the land of this company as well as another 20 acres belonging to Hyderabad Central University (HCU) which is adjacent to it. In this way, around 118 acres have been covered with mats and everything has been prepared to build skyscrapers. Now, under the Repo Mapo Hilt policy, the Industries Department has given the green flag and HMDA is also ready to give permission immediately.

Are there answers to these questions?

1. Companies and organizations that have taken land from the government have to fulfill certain conditions as per the Industrial Land Rules. First.. as per the assurance given to the government.. the production and expansion activities should be completed within the stipulated time. Second.. Jobs should be given. Also, those lands should not be sold to others without the permission of the government. Similar rules are applicable in case of land grant to educational institutes like HCU. In case, the company owner fails to fulfill these conditions, the government has the power to repossess the lands. In the 1960s, the management of Alind Company failed to increase production and provide jobs as promised to the then government. That is, this government now has the power to legally reclaim Alind lands. However, that is not happening. why

2: The ‘hilt’ policy is to outsource polluting industries. However, the actual pollution
How does the ‘Hilt’ policy apply to ‘Alind’ which is not mentioned and has no actual factory?

3: Whatever the intention was, the then government handed over the lands to Alind owners, but it was not fulfilled. Therefore, according to law, those lands belong to the government. What is government land shown in the company’s account in the name of Hilt?

4: What is the intention of the government leaders in bringing another construction company into the field by ascribing the ‘Hilt’ policy without reclaiming those lands from the owner of the Alind factory who did not fulfill the conditions?
