- Letter from several liquor companies to Telangana Govt
Hyderabad, June 14 (Namaste Telangana): Liquor company owners are complaining about the government and the Excise Department, who are not paying the money due to them. They are expressing deep anger that they are asking for discounts for newly undertaken bills without paying the arrears of Rs.3,700 crore due for the supply of liquor. There is a fierce dispute between the state government and the liquor supply companies. 3,700 crore dues have been pending for a few months by the government. Recently, the liquor companies are expressing their anger as they are asking for discounts on new orders. Unions of domestic and international liquor manufacturers have launched a revolt against the Revanth government against the unilateral decision of the government.
If we give a discount.. we will pay within 15 days!
The government has stopped the payment of Rs.3,725.73 crore due to the Telangana Rashtra Beverages Corporation Limited (TGBCL) and liquor supply companies from the first week of December 2025 to April 2026. Keeping the old arrears in place, the government has introduced a new rule from June 1. Liquor supplying companies say that the government is demanding an ‘early payment’ cash discount of 2% to 2.75% in return for paying the bills for the new stock supplied in May within 15 days.
Breweries Association of India (BAI), International Spirits and Wines Association of India (ISWAI) and Confederation of Indian Alcoholic Beverage Companies (CIABC), the three major national associations that control over 80 percent of the liquor, beer and wine market in the country, have jointly written a letter to the government.
Main points of the letter
Although there is a cash discount clause in the tender rules, it is applicable only on the voluntary request of the suppliers (companies). However, it is stated in the letter that it is against the commercial principles for the government to unilaterally and forcefully exclude discounts with its power. If the government continues to clear new bills for discounts, the companies are worried that the 3,700 crore old dues that have been accumulated for months will never be collected.
3,700 crore should be released
As the decision of the government threw into confusion, proposals were put before the government to collect the old dues. They are demanding immediate release of old dues of Rs.3,725 crore pending since December. It has been asked that the policy of early discount waivers on new supplies should not be implemented till the old dues are paid in full. They warned that if the government continues stubbornly, the liquor industry will face financial pressure.
