City Bureau, May 12 (Namaste Telangana): The main allegation is that for some months in LB Nagar and Khairatabad zones, the manpower tenders in health, engineering and legal sections are being procured in a roundabout way. It is noteworthy that a lady got tenders as a partner of Shree Durga Bhavani Enterprises, but actually the tender was issued in the name of the agency (PAN No: ACUFS 3266), but the bill payments went to the woman’s personal PAN (AYMP8481B) account. This is not only a gross violation of norms but also a planned fraud, the fellow contractors said in their complaint to the commissioner.
There are strong allegations that there is a hand in the sanctioning of these illegal tenders and bills from the field level officials to the higher officials. Although the Additional Commissioner has ordered an inquiry into the irregularities in LB Nagar and Khairatabad zones, there is a rumor that some SEs and EEs are scuttling the inquiry. In particular, there are criticisms that red carpet is being laid in the handing over of works with rules such as preventing others from participating in tenders and not complying with the minimum deadline (7-10 days) in case of short tenders so that only the company with the same name is circulating in the name of five different companies.
There are demands that the Commissioner should conduct an inquiry into the use of the partnership deed canceled in 2021 and participation in the tenders in 2025 as well, as two persons are misleading the authorities by using the same PAN card differently by placing tenders in the name of a partnership firm in one zone and in the name of an individual in another zone. The contractors are demanding that criminal cases be registered against those who are looting tenders worth crores of rupees with fake certificates and against the cooperating officials. After conducting a thorough inquiry into the matter with the state vigilance department, a petition was submitted to the commissioner demanding blacklisting of those responsible.
