It is known that due to the actions of the Congress government, no more fee arrears will be given. Recently, the government has released JV-9 on the topic of payments related to the fee reimbursement scheme. Only fee payment procedure has been announced from the academic year 2026-27 through this JEO. But the government does not care about the arrears of more than Rs.10 thousand crores.

Hyderabad, June 10 (Namaste Telangana): Due to the actions of the Congress government, it is known that no more fee arrears will be given. Recently, the government has released JV-9 on the topic of payments related to the fee reimbursement scheme. Only fee payment procedure has been announced from the academic year 2026-27 through this JEO. But the government does not care about the arrears of more than Rs.10 thousand crores.

The college owners claim that the government, which has been silent on the payment of dues for two and a half years, is now adamant that it will not pay them. Students are being pressured to give certificates only if they pay the fees. The students of Badugu and weaker sections complain that they have to lose their higher education and job opportunities even after completing their education due to the affairs of the government and the colleges.

More than Rs.10 thousand crore pending

There are more than 2,500 educational institutions in the state for inter to PG and vocational courses. The government is implementing a fee reimbursement scheme for SC, ST, BC and minority students studying in the respective private colleges. Subsidies are also paid. However, the Congress government has completely stopped the release of funds related to the scheme. In fact, the government had previously brought guidelines to pay the fee reimbursement and stipend once every 3 months in installments.

According to it, 25 percent is to be paid at the beginning of the academic year, 50 percent in the middle, and another 25 percent at the end. But, the government completely rejected that policy. The Congress government has not released a single rupee for 30 months. Due to the pressure of the college managements, students’ unions blocking the road, opposition BRS protests, the funds are being released and the orders are being given.

It has issued BROs as if releasing more than Rs.2,200 crores. But, in reality, there is a situation where more than Rs.300 crores of those funds have not been deposited in the accounts of the respective departments. Released to colleges, nothing more. In respect of SC, ST, BC and minority students, it is known that there is arrears of more than Rs. 10 thousand crores including fee reimbursement and subsidies. If we consider the funds claimed to have been released by the government, it is known that the arrears have reached more than Rs.12 thousand crores.

No paying dues!

BC union leaders and private college owners have been demanding for a long time that the government should pay the fee reimbursement dues immediately. The managements have taken a bandh of the colleges for the outstanding dues. Under the pressure of caste groups and students, the government also relented to pay the funds. CM Revanth Reddy himself revealed in 2024 at the JNTU platform that the fee reimbursement funds will be released regularly from the academic year 2024-25, but the arrears will be paid under a one-time settlement.

However, that promise was not kept. With this, the college owners have once again come together with the government leaders to plead for funds. Deputy Chief Minister Bhattiwickramarka, Ministers and officials of Higher Education Department together begged. Even though the academic year 2025-26 is coming to an end, the Revanth Reddy government has not released a single rupee. The college managements have once again boycotted the degree exams together. As a result, the government issued tokens and disguised it as releasing funds. After that, through Matamarchi Trust, it boasted that it will run a fee reimbursement scheme with the CSR Fund.

In November 2024, a special committee with 13 members including representatives of respective departments and college owners was appointed to examine the feasibility of setting up a trust. Guidelines have been issued to be submitted within 3 months. But, still not overcome. In April 2025, the government issued orders to the Vigilance and Enforcement Directorate, Higher and School Education Departments to conduct immediate inspections in all colleges receiving fee reimbursement and scholarship funds. The government has directed the Vigilance DG to conduct inspections and submit a report along with the nodal agency to make specific recommendations regarding the scheme. But even that didn’t work. JV-9 has recently released that funds will be released only from the academic year 2026-27.

Certificates of completion of studies

Poor students are facing severe difficulties due to non-release of funds by the government. More than 14 lakh students across the state are benefited every year through fee reimbursement and subsidies. Many students pursue higher education with the hope of getting fee reimbursement. All of them are suffering from severe emotional distress as the Congress government has not released the fee reimbursement funds.

Private employers are not allowed to take exams without paying the fees. There is a situation where they are paying fees to some colleges after taking loans. Those who cannot afford it are giving up on education in the middle. College owners have not given certificates to those who have completed B.Tech, B.Pharmacy etc. courses in 2024 and 2025. They insist that the certificates will be issued only after the fee reimbursement funds are received. Due to non-availability of certificates, poor students are unable to get higher education and job opportunities. Students are expressing their concern that the government and private owners are getting stronger.
