SIR | Hyderabad, June 24 (Namaste Telangana): Door-to-door survey of voters will begin across the state from Thursday. The process of collecting and mapping comprehensive details of voters will not be officially opened. The State Election Commission has completed all the arrangements for the Special Comprehensive Revision of Voters List (SIR) process. This process will be carried out in rural and urban areas of 33 districts under strong police presence. This massive exercise is going to start with the aim of mapping the voters’ data across the state in one hundred percent. Booth Level Officers (BLOs) will come to the house and hand over the enumeration form directly to the voters. Voters have to clearly fill the details asked in the form and return it to the authorities. It is not necessary to attach xerox copies of Aadhaar card or any other verification documents along with this form. Just giving information is enough. The enumeration forms filled by the voters will be taken back on a case-by-case basis. Another form will be given to them as a receipt.
Heavy police presence
A strong police presence is being provided to the BLOs so that the ‘SIR’ process can be carried out in a transparent and hassle-free manner. The local village authorities will also fully cooperate with the BLOs in identifying the houses at the field level and creating awareness among the locals. Special identity cards were given to the BLVs so that they could be identified by the voters. Each polling booth has a maximum of 1,200 voters. 1,200 voters are allotted to each BLO. From the first day, the BLOs will go to the voters’ houses within the polling booth allotted to them and hand over the enumeration forms to them.
This is how to fill the forms
The enumerator form has to be filled in four sections. One part based on the voter details in the previous ‘sir’ voter list, second part with the details of the relative (father/grandfather) mentioned earlier in the previous ‘sir’, third part with those details even if there is no details in the previous voter list, the fourth part has to be signed confirming that the above mentioned details are true. Two forms should be filled and signed and one should be taken by the voter as a receipt and the other should be given to the BLO. Voters have the opportunity to fill the enumerator form and submit it to the BLO from Thursday to July 24. If possible the voter can give their new photo. Else the voter can ask the BLO to take a photo.
Draft voter list on 31st July
If all the details filled by the voter in the enumerator form are correct then the name will be included in the draft list of voters published on July 31. Voter list will be published polling station wise. Check whether the name is in the voter list or not. Out of the total 1,200 voters whose details are unknown and who did not submit the enumeration form, there is no name. Any objections can be brought to the attention of the election officials from July 31 to August 30. Notices will also be given to the voters who have not filled the details properly. Details of such persons will be published separately. Voters’ objections will be resolved from July 31 to September 28. The final list of voters will be published on October 1.
70 percent mapping so far
There are a total of 3,38,29,018 voters in the state. Of these, only 2,36,54,232 voters’ details have been mapped so far. It means that currently the mapping of voters in the state is only 71 percent. The main aim of ‘Sir’ is to bring the remaining 30 percent of people under the voters’ list and complete 100 percent mapping. This process will be conducted simultaneously in 119 assembly constituencies (12 ST, 19 SC, 88 General) in the 33 districts of the state. BLOs will go to every house within the 35,985 polling stations across the state. There are 14,750 polling stations in urban areas and 21,157 polling stations in rural areas. Out of these, 28,662 polling stations have more than 1,200 votes, while 7,323 polling stations have less than 1,200 votes. 33 District Election Officers (DEOs), 119 EROs and 3,596 BLO Supervisors are stepping up to oversee this massive process. To assist the booth level officers, 49,018 booth level agents will directly participate in the survey and visit the houses of the voters.
Errors in details of 89.88 lakh voters
As part of the field-level examination of the voter list, the election officials have already found that there are some date discrepancies in the details of about 89.88 lakh voters in the state. On an average, 37.67 percent of voters in the state have errors in their data. 11 types of errors such as incorrect age differences between parents and children, differences between records in the names of spouses/fathers, differences in voter age from previous records to current ones, and absence of any verification documents were identified. Notices will be issued from the office of the ECO to all the concerned voters to correct these discrepancies. The draft (preliminary) list of voters will be published on July 31, polling station wise. You can check whether the name is in the voter list or not.
