Excise Department | Hyderabad, June 27 (Namaste Telangana): ‘Run belt shops. We don’t blink. Violate the MRP. We don’t really care. Get counterfeit alcohol. We pretend not to know. “Moomullu is like Muttalroi every month.” This is the attitude of the Excise Department officials. Rate for each work.. ‘Goodwill’ when getting A-4 license.. ‘Benefit’ for not drinking while sitting in the permit room.. Excise crime i.e. violation of MRP, sale of belt shops, ‘Sadar’ for allowing shutter sales from behind the shop. Apart from this, monthly routines are added. After the ACB raids in Nizamabad the other day, Moomulla’s diary written by an Excise CI is going viral on social media.
A bond of devotion
For constables, the Excise Department has introduced strict rule 8F. It is the government’s charge that the constables who have worked in the same place for a long time are involved in corruption. In fact, constables do not even have panchanama powers. SHOs must sit down. Running means running. This is their duty. But, the authorities are great. Once they get a posting, they squeeze money from many bottles. It is estimated that more than Rs.300 crores are collected annually from liquor and stone dealers. Taking monthly contributions from licensees of liquor shops and cooperating without preventing their irregularities and violations… this is an organized corruption in the Excise Department. It is becoming clear that what is behind the liquor dealers and the officials of the excise department is the ‘negligence’.
Collection is the responsibility of SHO
Local SHO is responsible for collection. But the officials do not go directly to the shops. It is said that a special person is appointed to collect bribes. ‘Namaste Telangana’ has got the details of Chez station where the shopkeepers say that every month people come on behalf of the officials and they give money to them instead of hustling. Excise department stamp is also visible from the back of Chitta Paddu paper on the reverse side. After allotment of liquor shops in 2025, the goodwill collected by the excise officials of each shop and the details of who has taken how much are clearly visible.
It is stated in the diary that goodwill was collected from each shop at the rate of Rs.66 thousand. DC was given Rs.21 thousand, ES was given Rs.40 thousand, AES was given Rs.25 thousand and SHO took Rs.75 thousand. The two SIs were fairly calculated and paid Rs. 37,500 per share. Another log says quarterly income. There are a total of 29 liquor shops in 7 villages within the area of that station. It is known that a total of Rs.81 thousand per month is being collected from that station.
Nizamabad, Excise Bribe
One rate per store
There are 2,620 liquor shops in the state. There are 1,200 bars and pubs. There are 4,697 stone shops under the societies. In this one rate has been fixed for each shop. In North Telangana, as much corruption is earned by liquor shops, Kallu shop earns the same amount. According to the business done in those areas, it is known that an average of Rs.65 thousand is given to the officials per month from one liquor shop. The income of the stone shop in South Telangana is somewhat less.
It is said that they give Rs.12 thousand per shop on an average. It is reported that an average of Rs. 25 crores per month is being collected by excise duty. 240 crores through bar shops and Rs.60 crores per annum through stone shops. 300 crores of bribe money is being distributed through the illegal scams that are appearing here and there.
Nizamabad Diary
After the ACB raids in Nizamabad district, an ordinary diary written by a CI level officer came out. The CI who collects about Rs. 3 lakhs per month from the stone shops has written clearly in the diary from whom he has collected the amount. They also noted how much more to collect from them. It is known that the diary kept secretly in the CI diary was posted on social media by the employee of that department. A Congress leader from the district is saying that the said CA has collected the money only with eggshells. Locals are commenting that the Excise officials, who have collected Rs. lakhs per month from brick and mortar shops, can estimate the extent to which they are collecting from liquor shops and bar shops.
In North Telangana district, there are allegations that they are charging Rs.25 thousand per month for a permit room and Rs.5 thousand per month for a belt shop. It is said that they are collecting Rs.25 thousand to Rs.40 thousand per month from the bar shops. It is known from the figures of the Excise CI that they are charging Rs.20 thousand per month to the brick and mortar shops. It is said that the excise CIs and SIs are sharing 40% of the taxes collected by the SIs and CIs under Saril and 10% to the constables and the remaining 50%.
